
NEW ACCOUNT FEE POLICY

New Users (anyone requesting sewer treatment service from ReWa):
1. New Residential, Commercial and Industrial Users making new connections or increasing the size of a water meter will be charged a New-Account Fee based on the water meter size required to service each property.
Existing Users (anyone currently receiving sewer treatment services from ReWa):
2. For any existing user, the fee will be charged when
a larger meter is required due to replacement, redevelopment or
expansion. In such cases, the user will be charged based on the
incremental increase in the water-meter size.
3. No credit will be provided in cases where an installed
water meter is removed - and not replaced within a 24 month time
period from the removal date. This credit shall expire at the end
of the 24 month period.
4. Where installed meters are replaced as provided in number
3 above, and where redevelopment or expansion results in different
sizes or additional meters, credit for the cost of the existing
meter(s) will be given toward the costs of the new meter(s); provided,
however, credit shall not exceed the cost of the new meter(s).
5. Where a valid meter contract was acquired from a water
district prior to November 1, 1995, the following applies:
• The user will be allowed to replace a larger
meter with a smaller meter(s) provided the cost of the new smaller meter(s)
is less than the cost shown on the current Schedule of Charges for the original
meter.
• In cases where the user exchanges a smaller meter(s) for a larger meter
or group of smaller meters that have a cost greater than the original meter(s),
the user will be charged the incremental increase in the cost between the
original meter(s) and the new meter(s) as shown on the Schedule of Charges.
General Provisions:
6. Where fees were paid but meters were not installed and there
is a change in design, the fee will be refunded. A new application may
then be filed accompanied by the appropriate fees.
7. All "credit" shall be based upon the current New-Account Fee
Schedule published by ReWa.
8. Water meters installed for outdoor irrigation or other purposes
and classified as "water only" accounts are exempt from such fee.
9. For new users who are not on a water system (i.e., well water)
a New-Account Fee will be charged based on State Standard Contributory
Loading Calculations to determine meter size.
10. If special or unusual circumstances are not addressed within
the policy, the Executive Director has the authority to determine an appropriate
interpretation of the New-Account Fee Policy.
